Pennsylvania adopted the 2021 Uniform Construction Code, which raised the fenestration performance standard to a U-factor of 0.30 or better for windows, doors, and skylights on all permitted projects. This requirement took effect July 1, 2026, and applies to both residential and commercial applications across the state. Any project submitted to permit after that date must meet U-0.30 — and the requirement applies to the whole-window NFRC value, not a center-of-glass rating or a manufacturer estimate.

Yes. The U-0.30 standard applies to all fenestration, which the code defines as any light-transmitting portion of the building envelope. This includes windows, exterior doors with glass panels, sliding glass doors, lift and slide doors, skylights, and glass curtainwall systems. If it lets light through and separates interior from exterior, the U-0.30 requirement applies to it.

This is one of the most important distinctions in window specification and one of the most common sources of permit problems. Center-of-glass U-factor measures only the thermal performance of the glass panel itself, ignoring the frame. Whole-window U-factor measures the combined thermal performance of the glass and the frame together, which is always a higher (worse) number because frames conduct heat differently than glass. Pennsylvania building departments require the whole-window NFRC value at plan review, not the center-of-glass figure. A window advertised as U-0.22 center-of-glass might have a whole-window U-factor of 0.28 or higher depending on the frame material and construction.

Thermally Broken Windows — What They Are and Why They Matter

Even with high-performance glass installed, an untreated aluminum frame can single-handedly push a window's whole-window U-factor above Pennsylvania's 0.30 threshold. The most common thermal break material in architectural-grade aluminum systems is fiberglass-reinforced polyamide, the same material used in Reynaers and other European aluminum systems. Polyamide has very low thermal conductivity, high structural strength, and long-term dimensional stability. The thermal break sits between the two aluminum shells, so both the interior and exterior faces remain pure aluminum and are still available in powder coat in any RAL color, anodized metallic finishes, and dual-color configurations for projects requiring different interior and exterior finishes.
